Video processing options for Blu-rays w/ geometry issues?

I have several Blu-rays where one of the following has occurred:
1. The image is vertically stretched incorrectly (like the recent Pink Panther release)
2. The image is misframed, specifically with too much picture information showing (Many Lakeshore releases)

What video processing options are available that will allow me to easily vertically compress an image a custom amount, as well as allow me to easily zoom in/pan an image a custom amount? Interested in both 1080p & 4K solutions available. Thanks!

Sounds like a job for a Lumagen . You can do all that and more.
