I'm looking to drop cable/satellite TV and move to just OTA TV.

Is there a streaming media player that supports input from a digital tuner and acts as a DVR? Logitech Revue seems to be one of the only one I've found with an input, not sure if it has DVR capability.

Also realize this is not the proper forum for it, but if anyone can point me in the direction of a good digital tuner for my project, preferably one with an HDMI out, I would appreciate it.

If you have a Windows 7 computer, you could use Windows Media Center as your dvr, etc, and add into that a xbox 360. There are other options out there.
