I was wondering if there's a passthrough for the QAM tuner and use that for a older tv I have without a QAM tuner. Or does it only broadcast the QAM tuner channels and not allow local viewing?
If I understand your question correctly that you would like to use the Pro-HD as a QAM tuner for your TV, then the answer is no. It will pass through the encrypted, untouched signal while simultaneously streaming. The passed throguh signal will be in its original version, so your TV would need to have a tuner as well.

Although, what about the location that it's being streamed to? If I stream to my PC remotely, I assume I don't need a QAM tuner to watch the signal?
No, you wont need a tuner on the device you are watching the sling stream. You would watch the pro-hd through the old slingplayer software or through the webplayer on your pc. Hope this helps!
