I have access to Optimum WiFi, is there any way to use it for my wired / networked computers in the house?

You would just need a Bridge or Range extender http://netgear.com/home/products/wireless-range-extenders/default.aspx Do not expect to get really fast speeds from OOL wifi, as you would with a wired connection.

Thanks, I was asked to research it for a friend.

Another question not related to this, does it matter if I place my WiFi router inside of a cabinet? Will that impact the range of the WiFi signal in the house? I assume yes to some extent.

Anytime you put a barrier between the router and the devices it's going to impact the performance. You'll just have to experiment to find the level of the impact.
