I'm being told by my cable provider, Insight Communications, that the "IR receiver" port on back of Pace TDC787X is not activated. Is it possible to do this myself via settings or is it a hardware issue? Any info or help is much appreciated.

I don't believe there is actually a way to de-activate that port. Have you tried to use a IR receiver on that at all? I suspect it will work for you.

I purchased a IR cable that plugs into the back of the Pace box and has the "eye" or receiver on the opposite end. It did not work when I pointed my remote control in its direction. I called Insight Cable and they said the Pace box ships to them without this functionality.

I was curious if it is a setting that could be activated by digging deeper into the settings than the basic operators manual might explain?
