How would i record Progressive content, And what kind of total price tag am i looking at? I am not looking for an HTPC solution. I would like to have the capability of putting tapes on a shelf.

Could you clarify your request? Do you mean progressive DVD recordings, or 720P HDTV reception?
I think the easiest way today for both would be to use a WVHS recorder since it will record the RGBHV outputs from these sources. You may also need a transcoder to go from Component to RGBHV such as the extron but at least you would have a recording solution that upon playback would display an analog high resolution picture of your progressive signal.
