Question VoD counts as a tuner?

On a dual DVR tuner setup, it was scheduled to record 2 new episodes. I was going to watch a 2 hours VoD, but it told me there was a conflict. Is this normal?

Yes. Vod uses one of the tuners. Even thee X-1 with 6 tuners uses 1 for live or Vod. You can play a previously recorded program and still record 2 new ones but not Vod.

I just got a DCX3510-M today after my ~10 year old Motorola DCH-6200 DVR died. I see the DCX3510-M outputs RGB 16-235 over HDMI. Is there a way to change this to either RGB 0-255 or YUV/YCbCr4:2:2/YCbCr4:4:4 over HDMI? The old DVR had a hidden menu (accessed when it was powered off) where this could be changed. The equivalent hidden menu on the DCX3510-M has HDMI format controls.
