I knew this one was from a movie that I had seen but I couldn't put my finger on it. I figured a Clint Eastwood movie would be a safe guess.

How about this?
The Effect of Gamma Rays on Man in the Moon Marigolds. It's based on a play by Paul Zindel, which my high school performed way back in the day. He also wrote The Pigman, which was required reading in our high school as well.

Brendon Fraser is the child of an Christopher Walken and Alicia Silverston during the 1960's bomb scares. Walken is an inventor and builds an elaborate bomb shelter with an entire house, backyard, market, hydroponic farm and support network under their house.
