It seems clear that two major changes are needed:
1. VFX companies need to stop contracting their work based shot count and start doing it based on hours worked instead of shots. Or at least to include shot revisions as extra cost items. There's no use complaining about it at the same time they continue to sign contracts that are going to cause them problems.
2. There needs to be better communication between the directory ("decision maker") and the VFX company so that a lot of effort isn't expended on something that's going to be rejected. I find it amazing that this is an issue in this age of electronic communication.
