I have noticed that 95% of my DVDs have a single moment where they stop for a second and then resume.

Does anyone else have this problem?

Can it be fixed?

Thats when it is switching layers. Can't really stop it.

But u can buy certain dvd players which have a buffer built in which means u won't notice it pausing, home computers have this buffer and u never notice a pause on a home computer.

If it skips more than once and you played it before, more than likely it has static electricity built up, take it out do a lite rub startng from the middle and work outwards then put back, it should work okay until you next static buildup.

Static electricity? This is the first time I hear of this. Should not be a problem in any home with average (45-55%) humidity levels.

Boba Debt: Slight pauses at layer change is normal. Everything else is not. Layer changes are (usually) about 1/2 way through the movie on average. The DVD reviews at www.thedigitalbits.com usually list the layer change position so you can check it out on a specific disc and see if it corresponds to what you see.
