For what it's worth, here's how it went down in my area.
I'm in Santa Monica, and I met with the FIOS installers today. If you're in a multi-unit building, you just have to wait until *they* tell you they're coming out; they want to do all the wiring at once (unlike the ancestors of TW cable in our area, who would install stuff as each unit decided to order); they wire the building for free. A few people in my building had been noodging them on and off for at least two or three years; the company called me a little under a year ago to say they'd be doing our area in second quarter 2010, which has turned out to be true. They contacted me about two weeks to set up today's appointment; I showed them around, they told be a little about the process and said they're ready to start whenever we want; I'm waiting to present the issue to our annual homeowners' meeting next week, though I anticipate no problems.
Then I'll finally free myself from the yoke of Time Warner.
Speaking of which: is there a way to keep one's old email address when switching IPs, which is part of what I'll be doing?
