Bare with me, I'm new to the HD OTA stuff...
Last night I was surfing and a new channel popped up on 80-3, which wasn't present the day before. It was a travelogue show on rome and while I was watching it, the picture broke down and the channel switched to 16-3, another previously unknown channel. I've been actively searching for upcoming channel on TitanTV and saw nothing about this one. The only logo I saw was NJN for awhile.

Anyone know how I can find any info on this/these channels?

You were probably experiencing tropospheric ducting, a station from far away bouncing around in the atmosphere, 80-3 is the channel used for the pbs feed and is passed along with the mapped channel by some PBS stations around the country.

If a station is broadcasting and no-one can receive them, then are they broadcasting?

Could have been the tropo and another station overriding the signal of the local PBS.

The tropo forecast and convective inhibition were prime for you to receive some distant stations.
