A rescan is always a good idea after changes, and since we are not told when changes occur, a regular rescan is a good idea.

While it will straighten out issues if things have changed, really the only time you absolutely need it to find a channel is when the physical and virtual channels do not match, and you also have no information regarding that from your last scan.

That means that if you have a current scan in the database that indicates what the virtual/physical mapping for a station is, that if they add other subs, some TVs will pick them up without a scan, and some will not, depending on the particular design of the tuner.

There's no place like 127.0.0.1
