I emailed a couple of the people on the License to Cover application filed for K15CU last August. One of them was Doug Lung. You may recognize that name. He got right on it and the call sign was fixed today! I found out that the programming is being supplied by KNTV and their engineers seem to be responsible for the station.

The programming all looks to be SD but they are transmitting 1080i.

It took some digging but I finally found that 704 x 480 is a defined 16:9 format.

I agree that 1080i is a waste for Cozi. What is 15.1's format?

There are stations that are transmitting 16:9 480i programming. Check out 32, 35 and 38, 203 and 204, and 603 to name a few. Some subchannels have programming that is made for 16:9 but it's being transmitted in 4:3, so everyone is really skinny. You have to change the picture format to make it look good. Examples: 266, 363, 383, and 422.

Another observation: Yesterday K03HY from Mt. Tam was varying from a high of 22 dB to a low of 12 dB. Every once in a while the signal would take a slow dip, the picture would break up and then disappear. It would hold at the low level for a few minutes and then slowly rise again. The picture would return and it would be solid again. I didn't realize that low VHF could vary that much over a 14 mile distance.

FYI, KMMW on 28 continues to be off the air for over a month now and no STA for silent operation filed with the FCC. Seems impossible but I'm beginning to wonder if the operators know it's off the air. We all know how many LPTV stations are not monitored for proper operation. Maybe I should email them. KBSV has been off the air all this week which is the reason I'm seeing K15CU. That station is never off the air. Maybe no one monitors it either.

FYI, the sister station, Escape (Virtual 14.4), is still showing squished 4x3 content in a 16x9 layout.

Not so fast. K15CU 15.2 is TLMD which I assume means Telemundo. Unfortunately KBSV came back on the air today so I can no longer receive K15CU but I'm positive 15.2 was Spanish SD and the channel list in my TV still shows it as TLMD.
Dave, you may need to rescan as the call sign has been fixed. It no longer shows as KCU15D.

I agree on widescreen network, but the programs shown are not worth 1080i.

You can't see stuff like what Farrah Fawcett was doing on that show today, the station would get shut down by the FCC...HEY WAIT A SECOND, HOW COME THEY DON'T GET SHUT DOWN BY THE FCC?!???
Even better was some oldies station showed the second "Matt Helm" movie with Sharon Tate wandering around in a sheer outfit no underwear sopping wet for half the movie. Now THAT'S 1080iworthy!

Sometimes, rarely, they actually DO show the REAL OAR (intended, not coerced)...

Not at my location but I'm in a really bad spot for the Sutter Buttes. I can see it on the spectrum analyzer all the time but it needs a few dB of ducting help to become strong enough to decode. I'm also getting some interference from KFTL and I believe KDTVCD both on 28 make reception harder. Attached is my path to KEFM which I think is the same as to KKPM.
I emailed someone listed on a KMMW application but no response so far.

Route66 on KAXT 1.2 was shown in cropped and pillared 16:9. Bad Bad Bad. When I cropped it to 16:9 it did fill my 16:9 screen but of course the top and bottom were chopped off.
Another interesting event, "Run For Your Life" showed US66 sign posts in Albuquerque, N.M. which is correct.

Some interesting tricks being used are 3 Bframes and sending a quantiser matrix every frame. AFD is also being sent.
Here's a bitrate graph. The 5.1 channel is now capped at 15 Mbps.

The interesting thing about the new KPIX encoder, is that it's using three Bframes in a row. Usually, only two Bframes in a row are used. Here's a section of the stream where it's using three Bframes. It should be noted that when FOX upgraded their encoders in 2009, they originally used three Bframes. This ended up breaking a few Cisco/Scientific Atlanta STB's, so they went back to two BFrames in a row.

The interesting thing about the KPIX encoder is that's it's sending a matrix for almost every frame. Although it's certainly part of the MPEG2 specification, this is the first time I've ever seen it used on a broadcast encoder. Here's two frames were the tables change slightly.
