However bad TimeWarner is, they have been reliable for me as an ISP (30 MB/s down, 5 MB/s up).
They keep increasing the prices every year, but that's the way it is with monopolies.

I use Dish as my TV provider.

What he said. TWC is a 'meh' TV provider mainly due to the price increases and all the stupid fees for little added benefit. But as an ISP they are a-ok. Service quality tends to be fine. I don't know what kind of modems they push these days but even on lower packages I would make sure either they give you or you purchase a Docsis 3 modem just on principle. That'll be extra insurance that you will get your promised speeds.
