Toshiba 65hm167 slight double image?

A friend of mine does matinance work for a large restaurant chain and occasionally replaces their old Tvs with updated models and keeps the old for himself.

Anyway he gave me a toshiba 65hm167 it's a great looking unit with one exception. There seems to be an issue that makes everything slightly out of focus. You can really see it in text or menus. It looks almost like it's doubled up or something. I've read for a few evenings on this and other forums and tried the basic cleaning and upgraded conections with only slight improvement. Any ideas? I've got a photo that shows it pretty good but don't see how to upload from my phone. I'll try from my desktop in the morning.

Here's the image. Phones camera is relatively good so it's a close to proper representation on the blur. Seems to be mostly on top of the text if that makes sense?
