will I be able to get closedcaptions/subtitles via ATSC? and ClearQAM?

I would suggest to expect to be disappointed. However, that said, its not an area that I follow, so I'm largely ignorant. I know that there has been work in this area from time to time, but as I said, I'd temper your expectations. I know Devin was doing CC work over the last year or so, though I think it was for analog sources. In any regard, he'd probably be able to let you know the current status. They work well for a Hauppauge 1250 in MythTV
