Currently have a mismatched front stage in my dedicated theater and am ready to look at improving.

Denon 2312 avr
LR fronts. Behringer Truth 2030p
Center- OLD paradigm center
LR surrounds wharfedale wh2
Lilmikes F-20 subwoofer with a bash 300 amp

Would the Polk monitor 40 LR with the Polk CSII Center offer an improvement?

Get another 2030p for the center and you'll be 'matched'. Anything else is likely to have timbre matching problems. Some brands do match with other brands but you'll likely need to buy a lot of speakers to get a match.

Thank you for the response. If I went with a third Behringer 2030P I would have to lay the center on its side due to space restrictions.

My thought was to change out the entire front stage and move the two behringers to the rear.

The main question is whether the Polk monitor 40s are equal or better than the Behringer 2030ps. Perhaps I am misguided in that I am not worried about the 10 year old paradigm vs the Polk CSII Center.

Hard to compare them without trying them. The 2030P are more of a nearfield monitor, and will probably have better detail then the Monitor 40s. The Polk Monitor line is known for being bright, which some people dislike. You can always order them, and give them a try, newegg is great about returning items.

I agree with adding another behringer, and yes lay it on its side if you need to.

I can infer from the suggestions that the Behringer is expected to outperform the polks. The funny thing is I was willing to spend more money for the polk L C R if it was warranted. Perhaps I should start a separate thread with a $400 budget for L C R opinions.
