I'm in college and we have quiet hours which start a bit earlier than I would prefer to stop listening to music. I was wondering what the best over-ear headphones I can get for listening to music, 100 dollars or under? Preferably ones with some nice bass tones and that wouldn't look too goofy or bulky to wear in public, thanks! And yes i am aware my budget is small.

They are all about headphones.

Are you looking for closed or open headphones? Look at the Audio Technica ATH-M30, AKG K81DJ, Beyerdynamic DT235, Sony MDR-V6 and the Creative Aurvana Live headphones.

Since you want bass and you planning to wear them in public, you'll want closed headphones.

I recommend: Ultrasone DJ1 Pro

Good point. I didn't pay attention to the wanting to use them in public part. He'd definitely want closed phones then.

Although they say "Over Ear", people on head-fi are mentioning that they are actually on ear. I also hear from many people that the comfort is pretty bad.

As far as sound goes, I can't imagine it being bad. Anything from companies like grado, ultrasone, audio technica, senn, etc. is most likely going to be good. The other headphones mentioned have already been extensively reviewed, the WS55 are fairly new. It depends if your willing to take a chance or not.

If you are ok with earbuds, V-moda is my choice. Been using it for 4 years now. Excellent bass. Of course, it does suffer a bit consequently in the high upper range. But I am ok with it.
