If your main usage is going to be movies and games, go for the set thats going to allow you to get all 5/7 speakers all at once. the BIC is likely to be your most affordable option. when it comes to movies/games in a living room type setup, number of speakers + proper setup will net you the effect you need.
Better quality speakers will of course net you better quality audio, but unlike music where better quality speakers will continue to yeild better sound quality, with movies the point of diminishing returns is reached faster unless you are trying to mimic an authentic theatrical experience in a dedicated theater room.
For those on a budget, the key points are getting the best quality center channel speaker and best quality sub you can afford. (Center channel for clear/loud dialogue and sub for bass effects which gives action movie soundtracks their impact)
For those who want to refute my suggestion, keep in mind that i'm specifically referring to working with an extremely limited budget and being unwilling or unable to put your system together piece by piece (want the surround experience NOW). when upgrading from mere stereo (especially tv speakers) just about any setup is a significan improvement.
