No Gmonski was not answered but I fixed it by powering off and unplugging it for a few minutes and rebooting.

I've had very little time to work on this, but here is where I am at.

Took out the surge suppessor first and plugged it into the wall. Works.
Then turned everything back on via Harmony and problem was still there.
I found that it is the Oppo 103D that is causing this.
With the Oppo left off (but still connected to the 3313) the AVR works.
Turn on the Oppo and it goes into the reboot loop.
When I get home from work today I'll have more time to look at this.
Worst case I can just take the Oppo out of the loop and get the TV etc. working again, at least until I figure out why the Oppo is causing this.
Wife has been very patient so far but she does have her limits.

FYI here is the setup
Roku3 into input on Oppo.
DirectTV DVR into input on Oppo.
Output of Oppo into Denon.
Output of Denon to Panny ST60 plasma.

^^Any of the devices have 'CEC' enabled, particularly the Receiver, Roku, and Oppo?

It's not really a pop sound. I may have described that incorrectly. It kind of sounds like a low kick drum. However, I still don't believe that it's correct. Auto on is working, and both when it's set to on or auto on, it does this.
So with the sub powered ON before the AVR, it still does it?

We had a sub that was doing something similar. We called it a "foob" - it wasn't really a thump - it was softer than that. But it was pretty loud and annoying. In our case, it did it at random times but did it more often over time (as the problem got worse, I guess). We finally took the sub into a repair shop and they fixed it. No more problem.

Turns out I was wrong. It isn't the Oppo causing my reboot issue.
It is the Denon itself.
Even with everything disconnected it is now powering on and off by itself every 4 to 5 seconds.
I have started the warranty process.
