Well, it does it with all of my videos, music, etc. I am unsure what you're asking by "Are you playing back video that has been ripped and compressed to your hard drive?". It does it on Netflix, videos and music on hard drive, and almost all of my programs on my computer that output sound...It does it on Itunes, Spotify, Windows Media Player, and even FL Studio...As for the VGA drivers..I have the latest 13.2 Catalyst Beta drivers..
You indirectly gave me an idea though (unsure if it could cause problems or not). Could it be because I have an SSD, because I know for certain that I have serious issues while using FRAPS with my SSD (It's an extremely old SSD, the ones that had extremely high write speeds but very weak write speeds)...I mean, it would make sense too seeing that all of my video games are on my Seagate HDD and this issue doesn't pertain to them.
EDIT: I understand what you're asking now..Yes, it does do it to media written to my hard drive.
