Need some help for a computer system, was think of using a marantz 1403 reciever with motion 15 bookshelfs, will this be good or should I get USB DAC to bypass sound card?

Depends what resolution you plan to use the computer at. 1080p, a receiver is fine, but IIRC most receivers don't support output to 2560x1440 or 2560x1600 resolution, and 4K support is only at 30Hz, which is basically unusable for gaming.

With a USB DAC you'd be free to use displayport for video, which is much better than HDMI.

Have you hooked it up and actually tried it with the audio from the PC?

If you need to bypass the audio in the PC, you can obtain a Behringer UCA 202 for about $30 that will solve any problems.
