A quibble: Mike's description says "Administrator" rather than "Moderator". On most forums, administrators tend to be responsible for the software and configuration details which keep the forum functioning, while moderators tend to be responsible for enforcing the forum's posting rules. While administrator accounts usually include the functionality needed to do moderating, they often tend not to get involved in that aspect of a forum's operation: they usually have too many other things to do. But I haven't tracked Mike's involvement, so I don't know if that's the case for him.
