Recommendations on what is the best AV Receiver for video upscaling? Do any of them upscale standard cable feed to 1080p LCD?

Your TV should have a better upscaler than any $800 AVR.

You need to get a HD cable box.

I have a new Panasonic 50PZ700u plasma and it is hooked to a Comcast box but the SD picture is poor. Will the video processor in the Onkyo 875 significantly improve the PQ? If not what will and at what price?

I would call $800 as low-mid range, but the Realta does a good job in the Onkyo's slightly higher in the true mid range (now that firmware is fixed), but garbage in (bad SD signal) is garbage on the screen. See AVRs that support HDMI Audio Multichannel PCM (MPCM) and/or HBR Bitstream Decoders

Eyeballs are like ears...there is a limit to what they can sense and these limitations are well below the levels of detail produced by electronics.

I paid a visit to the link you identified and found the Denon5308ci; it is a little too expensive for me at $5200. There was no Onkyo listed as having the Realta chip. What gives...or did I misunderstand your message?

Basic question is will the Onkyo 875 improve the SD PQ from a cable box or Direct TV on my 50PZ700U? I am using an Oppo 981 for DVD's and the PQ is excellent; I would like to match this PQ for broadcast signals.

The Onkyo 875 and 905 both have the Reon. I do notice that standard def is better through the Reon than when put directly into my Sony A2000 SXRD.
