I am increasing the size of my HT and am wondering about side surrounds.
The room will be 30L x 20W and only 1 seat. It will almost never have more than 1 listener/viewer.

Is there an advantage to 2 sets of side surrounds? They would be run thru a MiniDSP for eq/delay to external amp (of course).

Can this create a better surround effect? Of course rear surrounds are also included.

For a single listener or a single row of seating, there's not much reason to send the same surround information to more than one speaker. Since you're going to have a pair of speakers behind you, having a pair of speakers at your side will complete the surround field. If you don't want to use an additional pair of speakers, consider heights or wides.
