Question 8 audio outputs to 6 headset locations

(Did not realize I had an existing account so reposting with it).

This is an odd request and I am no audiophile, so please bear with me.

I am at a healthcare simulation center where we have eight patient rooms and one control room. In the control room, each of six stations can connect to any of the IP cameras in any room. However, the audio is hardwired to eight mixers in the control room. A person must sit at a station near the mixer so they can plug in their headset. We want to be able to have a box at each of the six stations with eight ports, one connected to each mixer. This way a person could monitor any of the rooms from any station rather than having to sit near the mixer. So every mixer would somehow output to all six of the boxes.

Is this even possible? If so, how?
