Will a Harmony One control a Dish network VIP-722DVR ? I was thinking The Dish network boxes are RF.

RemoteCentral.com says it has IR codes so it can be controlled by a Harmony One.

There is a caveat. You can control TV1 by IR, but not TV2 without some extra equipment from Dish that receives IR and sends it over coax back to the UHF antenna input. I forgot the name of it, but it's discussed in the logitech forum.
