You don't compensate for NTSC-J by turning down the brightness, you turn it up. The IRE in NTSC-J is lower than standard NTSC, not higher. And I was talking about US releases of anime, not Japanese...

I used a PS2 for the CD update back when I had a 605, so you don't necessarily need a CD player. Probably any DVD or BD player that can output at 44.1kHz will work, too.

It might not necessarily be region locked, I'm pretty sure most (all?) of Arrow's releases are region free. It's possible the extras would be in PAL, though.
