Samsung's panels (glass) are all made in Korea but final assembly, which includes attaching all boards, testing and assembling the TV is typically done in closer countries like Mexico.

This is not repairable unfortunately, the plasma panel is defective. Samsung have a lot of issues with failing PDP modules due to vertical line failure (TCP address driver open/short.)
