I'm not sure what you mean. They have to write a client app for each of those platforms, with little in the way of direct shared code. Hiring developers is not cheap.

Yeah it seems there are issues with the current boards including HDCP 2.2. It's expected to be resolved next year, which is why I don't understand gimping the spec in this way.
