Up to a point, Most speakers start to compress at 1/10 of the rated power, or so. That's a major reason speakers sound more dynamic: they are not compressing at the power level they are used.

How far up a volume control is set doesn't tell you much. It could be 1/100th full power, it could be half. It's a log scale anyway so half power is only a few clicks away from full volume.
