Buy a SCQ4.0 belt from an electronic parts store or off eBay and replace the loading belt. Remove top, open tray, and pull it out further and you'll see it under the tray on the front left.

Remove the top and see if helping lift up the laser mechanism resolves the sound. If it does then buy a new loading belt generic part number SCQ4.0 it is under the tray on the front left.

Choppy sound and noisy picture are either a sign of the laser output becoming weak with age or an alignment issue. In your case since it was originally working fine I'd say the laser is wearing out.
