As the manual indicates ... you're simply adjusting the center speaker volume level .... nothing more.

The 1513 was the entry level model that doesn't use Audyssey, so going with even a lower level 2015 "S" series model on clearance (eg. S710W) w/Audyssey should provide an improvement.

The TV must upscale anything < 4k in order to display it properly. If the AVR is able to upscale, the "i/p Scaler" setting would be on other than Analog or OFF in order to upscale HDMI video.

As far as the video upscaling itself, not really no as in most cases, the TV will do as good as or a better job. However, the lower models are unable to display the GUI/menu on 4k.
