I guess the outage caused their local commercial timing to get messed up again, saw part of Twilight Zone wiped out by a local break that ran too long.

Yep, every 30-seconds to 1 minute, the picture would freeze or pixellate badly for a second, sometimes the audio would also very briefly drop out. As of last evening, it appeared to be fixed.

Could very well be. Maybe try different tuners/converter boxes if possible (some handle multipath much better than others). Though it is odd that multipath would affect this one channel only.

Which is what makes me think it is not CFPL, the signal strength would not "dance around", it would change very slowing as the signal fades (if tropo). or stays constant (if not tropo).

It's been like that ever since they started. Must be an issue with 61 as Grit (which is from the same distributor I think) on 43.3 is formatted correctly.
