Intel G1610 + Asrock B75M-GL for a buck or two over 100, assuming you have an mATX case. Vastly faster than an 350 APU.

Celeron G1610 - Ivy Bridge replacement for the G550, will run you $40 or so and the iGPU is good enough for a DVR. Way better CPU grunt too.

I'd say a GPU upgrade will do it, but H.265 is way better for streaming that MPEG-2 and H.264. I hope it will die out in the broadcast space, at least.

i3 3225. All you need for a HTPC/office box. An i5 or i7 is only useful for heavy duty encoding/rendering/gaming. AMD's APU's are slower CPU wise and suck more juice.

Codec packs are useful only for breaking Windows. Install only the very basics if required. Or just use Lav Filters with MPC-HC.

No point going with an old slow AMD build from 2008. I'd build:

- Intel G550 ($35 at Microcentre, $45 elsewhere)
- 4GB DDR3 RAM - $20
- Asrock B75 Pro 3 - $80 (ATX for full expansion options)...

When was the last time you saw an 80GB HDD? Its the cause. I wouldn't put an SSD in that system as you wouldn't reap the full benefits of SATA_3. I'd sell off that system and start afresh.
