I'd guess that either/both the main-smps or sub-smps are dying. Typically caused by electrolytic caps going bad (usually, but not always, the top of the caps will start to bulge).

Hard to tell. As long as the xfmr is in the circuit, other circuit elements (like diodes) could make it seem like a short, so you'd have to remove it to really be sure. Hence the big hassle.
