Maybe not the best way but certainly the easiest way is simply turn on the TV and spray through the fan openings. Don't stick anything in the holes. Be prepared to get covered with dust. :)

I assume you are referring to the black level rise in the 2009 and 2010 Panasonic models not a black level rise for the VT60 itself. I have not heard of any black level problems with the VT60 series....
