There is no backward compatibility with ATSC3.0 and non is planned. Broadcasters have asked manufacturers to not stop MPEG2 development just yet for that very reason.

Not necessarily. With the updated MPEG2 encoders coming out, you can put 6 or 8 SD channels on one transmitter, and 3 HD channels on another.

That is an unknown at this point. ATSC 1.0 uses 8VSB. ATSC 3.0 uses OFDM. OFDM is more robust. Don't know about the other test stations, but WRAL-EX (experimental) is classified as LP in the FCC...

Instead of using 8VSB for modulation, ATSC 3.0 uses OFDM for modulation. Depending on the power, it very well could be "better at penetrating buildings" because the modulation type is more robust...
