Lots of people used to swear by the 450 - unfortunately, its scaler stinks. You really don't want to be feeding it via S-video.
You really want to be feeding it VGA, i.e. the output of a computer. But that opens up a whole other box...

Well, I don't have any specific LCD recommendations for you, but for hooking it up to your cable box, you need a capture card for your PC, not a new video card.
