That model Toshiba is made by LG. I don't think these two models are exactly the same, but they are similar. I think the LG is actually using the HD4 chip despite what their website says. Robert

Throw it out or sell it for parts on Ebay. LCD panels are not cheap, especially from Philips. I tried to look up the actual price but could only find the 30PF9946. The LCD panel for this costs over $6000. Robert

I believe the primary reason for this change is to reduce the cost. The glass panel is a relatively expensive part of the set. You can expect all the manufacturers to move to plastic film. Robert
