What you are looking for is called a Demodulator. Not nearly as common as a modulator but they can be found.

Well since you have already said no to the simple solutions you are not leaving much to deal with.
Probably the only thing right off the top of my head would be the Hauppauge PVR.
If your cable box has component video outputs.
You could use a Sony Streaming player and a Hauppuage HD PVR
The reason this would work is the Sony has Component video outputs and the Hauppauge records from its component video inputs.
You would of course have to "play" the movie...
Basically "making the loud noises softer and the soft audio louder" is what it does. Why would you do this? The most common usage is what they used to call "nighttime mode". So you can hear soft dialog without gun shots and explosions...
