Keith, If your IR dongle is MCE (RC6), then use "Windows Media Center SE". It is the most complete command set available, even more commands than are in the UEI database (Acoustic Research).
Most universal remotes have built-in codes for most devices so learning isn't necessary. Have you tried the built-in codes? In any case you can buy a cheaper universal that has the codes if you need to teach the philips.
