Nope, no RF16 here... too weak. The weakest channel I can get from Little Rock is KKAP RF36. Rabbitears.info lists it at 50 KW ERP while RF16 is listed at 0.8 KW ERP so I probably don't have a ghost of a chance to get RF16.
Currently, 49.1 (RF 20) has Soul of the South in place of METV. The same thing happened last Sunday. It (49.1) reverted back to METV later after something appeared to be SNAFUed. Guess we will have to see if Soul of the South stays there or if they just intend to switch to it on Sundays.
It finally happened
KMYA (49.1 RF 20) has switched to "Soul of the South." EPG still shows METV programming. Going to miss METV.
EDIT: As of 1:30 PM KMYA is having problems. Black Screen(with flashing Logo) for 20-30 seconds, then METV freeze frame for 5-10, repeating over and over.

KMYA (49-1 RF-20 )is back to METV as I write this. This morning it appeared to be wall to wall paid programming and was not METV. The EPG showed nothing but "Local Programming". Now it shows the METV programs. Guess we'll wait and see what happens next.
Bye Bye METV, sad to see it go. Soul of the South has replaced it on RF 20. TransEdit (DTV analyzer) shows virtual channel 49-1 (previously METV) as having the new SOS channel as does both of my HDTVs. Guess I'll have to watch METV on BUD satellite. At least the new Movies! (Fox Movies) channel is on the same satellite with METV so that's convenient.
I had been seeing Cozi TV listed for the Little Rock DMA on TitanTV for a few weeks now and have been looking for it. Thought it must be a mistake on TitanTV's part, but I can't get RF 16 here so that explains why I wasn't seeing it.
Guess I'll just keep watching it on the satellite BUD (Big Ugly Dish - or - Big Useful Dish).
Well, I got mc2xml and downloaded the xml file for Little Rock area TV. First Channel in file was METV listings. It was designated as KKYKCA.
You can tell by the programs listed for that channel id that it is METV programming.:
programme start="20130215183000 -0600" stop="20130215190000 -0600" channel="I20.28458615.microsoft.com"
So....If you can get listings using mc2xml...
No mystery there. Here's why you don't see it:
They (Tribune -->Zap2It --> WMC) don't have the guide data. The above shows all you can get with 72227 or probably anywhere in Little Rock.
