The lower models are replaced every year while the flagship model is replaced every 2 years, so yes, the 4520CI is due to be replaced at the end of this year.

^^ As is the case with the vast majority of AVRs on the market today, only analog and network/usb audio will go to Zone 2. Of the 2013 Marantz models, only the SR6008 and SR7008 can pass an external digital source to Zone 2 independent from what is playing in the main zone. None of the 2012 models can do this.

Yes, the 1403 has FL/FR pre-outs in which you can connect your powered speakers. You can connect the PC and cable box HDMI outputs to the AVR, although some cable boxes have issues with AVRs which would require connecting the cable box (HDMI) to the TV with cable box (optical) to the 1403.
^^ The NR1604 is a 7CH AVR so with only a 5.1 setup in the main zone, and the Zone 2 speakers connected to the SURROUND BACK speaker posts, set the AMP ASSIGN (p. 92 OM) setting to Zone 2 and you'll be good to go.
