You seem to be making a number of assumptions here. It's certainly the case that owners of HDTVs want high definition content, but that seems to be where things break-down. Users don't automatically expect (or need) their video game consoles to be the providers of high definition movie content, and Blu-Ray is just one of many options.
Consider just a few of the options:
1) High definition movie channels and PPV from cable and satellite providers, without making use of a video game console at all.
2) Xbox 360 high definition movie downloads from the Internet via the Xbox Live Marketplace.
3) Xbox 360 playback of high definition movies burned to DVD as MPEG-4 data files, without using HD-DVD or Blu-Ray media.
At its current price point, Blu-Ray has troubles even competing with DVD itself. In my household, my wife won't even consider Blu-Ray movies. She generally gets good deals on DVDs at about half the price of the equivalent Blu-Ray movie, and doesn't consider the increased quality worth a 100% price premium.
