Why did they change a system that took up to 3 weeks for mail delivery? Partly because tens of thousands of coupons were reported lost in the mail every week since the beginning of this program. But mostly because a congressional solution that shaved 2 weeks off processing time for their constituents on the waiting list was a good thing. And for the people who wait until the last minute to order coupons, it gives them a chance to be ready.
