You are correct; WMV does support 5.1.
And the embedded DRM data has no real impact on that.
However, there are two sides to DRM and most folks keep forgetting it; there is the *technology* and what the technology allows and there is the *license* and what the lawyers allow.
Netflix's content providers may simply have decided to only license stereo sound so as to maintain the streamed content at the near-DVD quality level.
Or maybe Netflix is just using DRM as a scapegoat and they're really concerned about bandwidth and storage issues.
In this business nobody is ever 100% candid and clear.
