Do you still have to pay $8 CA recycling fee if you ship from another state?

I'm looking to buy a 19" or 22" monitor, and I live in California. I know that if I buy one at a brick and mortar, I have to pay a $8 California recycling fee. Of course, I also have to pay tax.

If I buy one online, from a business that isn't in California, like Amazon for example, do I still have to pay the $8 recycling fee?

anybody else? There has to be some California people in here that have ordered a LCD display from Amazon.com, or some other retailer that doesn't have any locations in California. I would call Amazon, but I'm guessing the customer service person might give me a different answer than what actually happens when you go thru the automated ordering process.
