Stuck or Dead or Hot? Help me figure this out.

So I purchased a tv on ebay. 52 inch toshiba regza 1080p. Its on the way in the mail. It was a deal because there is a zone of bad pixels. I showed a picture to my friend and he says they may be stuck pixels. Can you guys help confirm this?

That looks like a damaged panel. It looks like something scraped across the panel.
